can't change homepage

Does anybody know why a home pc would all of a sudden not allow me to not access internet options and change homepages? When I try, a window pops up and says that the system administrator has to do this????? I never had this problem before and as stated....it's a home pc that I own. Help
 
Its called Spyware
Go here and follow the instructions:

It is a good idea to run these programs in safe mode. Instructions for Safe

Also turn OFF System Restore:
Right click My Computer > go to properties >on the System Restore Tab >
check Turn Off System Restore on all Drives, Reboot. You can enable System
Restore once you have cleaned up all the Sypware.
