can't change home page or use address bar~

My home page is currently set on some odd ball search engine. I don't know how it got there and I can't change it permenetly. Going into tools and internet options only changes it temporarily. How can I change it for good? My address bar also is not working. I can not type in a web address and go directly there it sends me to the lame search engine that is suck as my home page. Any suggestions??

Guys, I have the same problem but it wouldnt let me go to safer net working . org, it shuts the window down and news group. i went to a free scan and it says i have a virus. however i am not sure that is it. I am going to see about the browser being hijacked next. but its taking me time. I wanted to post and let you all know something is going on with that site. Its smartsearch.com. they are causing problems. I know what clover is going thru. It recently just happened too.
