Can't Change Format for Reply

I'm using OL2000, rich text and Word as the editor. When I reply, there
are no options to change to plain text or HTML. I found a registry hack
that put the options into Word, but none that will set those options
from within Outlook. All of the KB articles say this can't be done.
Are there any registry hacks that will let me do this? Since this is a
work computer, I'd rather not use a 3rd-party option.

It's because this doesn't make sense.
In Outlook, replies always take the format of the message to which you are
replying. Are you saying your new message preference overrides the default
behavior for replies? If so, it's a first.
 
When a customer sends an e-mail, we sometimes forward Word tables with
data for documentation to internal recipients. If that e-mail is in
plain text, the Word tables lose their format and the data is jumbled.
I know we can attach the Word document, but hoped we could change the
format so they retain their as-created appearance.

This is a different question entirely.
RTF is not a very good option because no email software other than Outlook
can interpret it.
HTML has become the current default for sending formatted messages since
almost all email software can display it. --
