Can't Change display properties

I am unable to make any changes to any of the display
features. I recently upgraded to XP and now it says that
the administrator has blocked this features (or something
to that affect). I am the only user and have
administration authority. Their is no other user and even
have guest turned off. What do I need to change to be
allowed to change themes, properties, screensavers, etc.?
