Can't change desktop wallpaper while logged into domain

We have about three XP machines and every time we log
them into the domain we cannot change the desktop
wallpaper. If we log in locally to the pc we can change
it. What are we doing wrong.
 
on display - themes tab....does it have this:
themes: [desktop (modified)] pick [save as] button.
assign name to each desktop (ex: bill_dsktp.theme)
save each <theme> in theme folder.

if you make color...fonts...sizes....in appearance tab
you will have to save the themes

i keep diskette backup of my themes
