When I try to write to a CD-R, it seems like it is copying the documents
because I get messages saying "Adding Data the CD image" and then "writing
data files to the CD", but then I get "Cannot complete the CD writing wizrd.
The disc you have attempted to write may no longer be usable" on several
blank CD's. When I try to write to a DVD-R, the message I get is "There is
no disc in the drive. Please insert a writable CD into drive D:\.

First, XP can not write to a DVD by using the built in disk writing program.
You need a program like Nero or Roxio's DVD creator to do so. There are
also free CD/DVD authoring and writing programs on the internet and can be
found with a Google search.

As for the other problem with CDs. The write is failing for some reason
(that I don't know) but could be a damaged drive or a corrupt file within
the writing program. Try to download a free CD writing program and use that
instead of the Windows XP built in writing program (I don't use it because
of many problems like you are having.)

Yeap as said before, XP cant burn DVD. As for the CD though, maybe you bought
an unformatted CD...
