can't boot from cd

Help!
I've set up windows 1000 times probably and never had an issue. I
have my bios set to boot from cd first, but it insists on booting from
the hard drive. My computer is a Dell Dimension 4700
and I'm wanting to do a fresh install of xp pro.

Any ideas????
