Can't boot from CD

I am trying to reinstall Windows on my computer. I had XP, I formatted
my hard drive, now my computer won't boot from the XP CD. I know my CD
is ok because I installed from it in the past. I know my CD drive is
ok because I used it right before formatting the hard drive. But after
formatting, I can't access anything at all. I checked all the cables
to make sure they're hooked up. When I boot the computer, I get the
blue HP logo, then I get a "Non boot disk" error.
 
Check the BIOS. It sounds like it's not looking for a bootable CD before it
looks for the hard drive.
 
I checked. The boot order is fine. I switched it to CD, floppy, then
hard drive, but it still won't work.

Hi,

Does your CD drive light blink when you first try to boot? Can you feel
it spin up? Do you have a bootable floopy disk, perhaps from an older
Win98 OS?
