Can't Boot From Bootable DVD

Running Windows XP Pro with all patches and SP3.
My DVD-RW is Pioneer
Current DVD-RW Firmware: Pioneer DVR 107D 121F.

I have a DVD that is bootable. It works on other PC's but I have a computer
that it will not boot from. I get this message:
Can't boot from CD - Code: 5

I'm using a DVD+R that contains a bootable operating system. I even tried
using a rewritable DVD-RW, but it won't boot from that either. I'm positive
there is nothing wrong with the content on the DVD+R and in fact have tried
it on another PC. I've had no issues booting from a bootable CD but no luck
with any DVD's.

Also; it makes no difference what system I'm running because the content of
the DVD is an Operating system. So I should be able to boot from it with a
newly formatted harddrive.

I Goggled this and read some stuff but can't put my finger on the cause. My
best guess is that the DVD needs the firmware updated. I'm guessing that I
need to Flash the DVD-RW to a newer firmware but I can't find a newer
release than what I'm using.

Beforehand, do you not need to load some sort of DVD driver so
that the PC can read 4 Gb on the disk rather than 700 Mb (CD default) ?
