Can't add the "To" field when sending an email

Hello there. This has happened on Outl0ok Xp with Service
Pack 2 and 3. This is a work pc. I have my own laptop
which has a built-in toolbar when you open an email that
has an "options" button with 3 periods next to it with a
drop-down arrow to the right of the periods. All 3 of
those together make up one button. When I click the drop-
down arrow I can select the "To" field to show up in the
email. So I can turn it on and off. Simple enough you
say? I have other pc's at work that have an options
button on the built-in toolbar with 3 periods to the
right of it but no drop-down arrow. After doing a little
digging I found that you could add the options button
that didn't have the drop-down arrow to any toolbar. I
searched through all categories and toolbars but could
not find the options button with the drop-down arrow that
would allow me to select the "From" field for my emails.
These are all work machines with XP office professional.
Any help is greatly appreciated. Thanks.
