Can't add shortcut to Quick Launch...?

Hi,

Just did a clean install of W2K. Now for some reason, when
I drag an icon (.exe or a shortcut) to the Quick Launch
bar, I get an error

"Windows cannot create a shortcut here. Do you want the
shortcut placed on the desktop instead?"

I'm definitely dragging it to the right bar (I do get
the 'shortcut' icon to appear when I'm hovering), and the
Quick Launch bar is open. Help!?

Perhaps a permissions issue? I'm running roaming profiles;
perhaps something happened on the install with permissions?

But a new install locally of the OS and "I'm running roaming profiles"
leads me in the direction of SID issues and Domain membership. See the
network administrator to get this ironed out.
