Can't add/remove program and start/stop services

I have a server running Windows 2000 Server with SP3 and
DB2. In mid July, I installed SP4 into it and then
problems started to happen.

First is Norton Antivirus Corporate Edition failed to
start. I tried to reinstall it and then installation
stopped after few seconds. I also tried to uninstall the
NAV, but this failed also. Then I found that
the "Add/Remove Programs" in Control Panel failed to work.

I had searched the MS Knowledge Base for solutions. I
tried reinstall IE6 (265829), run "sfc /purgecache"
(285195), run "regsvr32 mshtml.dll" (329891). The
situation remains. Then I followed the Knowledge Base
Article 292175 and performed an "In-place upgrade" to
repair the Windows, and things go worse. Right now even
the DB2 failed to run, even though its status in Service
is started. When I try to stop it, it just timeout or
Windows did not response.

Do you have any clue to the problem? Except reinstall the
whole server, what can I do now?
 
I posted essentially the same question a couple days ago.
You certainly have been jumping through your hoops! The
response I got is listed below. I am still doing all the
steps, so I don't know if they will work, but I may not
find your message again. The only thing I can add is that
at least it looks like a different number than the
solutions you tried. So maybe it will help...
