Can't add/rem hardware with Admin rights

HI

I have a win2k pro machine which logs onto a nt4 server. Two network cards
are installed , the other for a satellite internet connection . On friday
the satellite link was disabled and upon enabling my PC always freezes . I
removed both cards as I bought 2 new ones . NOW my PC won't let me access
device manager without telling me I don't have enough privileges to add
remove programs therefore i cannot install the lan cards. All accounts have
admin priviledges . I tried logging in as administator in safe mode and it
gives me the same message . I can however add another user account with
Admin rights ( which would not be possible without admin rights)but when i
try logging on as that user and click on add/remove programs it says
insufficient rights This also occurs with the Hardware Wizard button in
device manager.The same happens in control panel with add/rem hardware. . I
am logging in locally. I did run a repair installation to no avail.

First check in Local Security Policy under security settings/local policies/user
rights for the right to load and unload device drivers. The administrators group
should be listed in local and effective policy. If it is not, add it to local policy
to see if that helps. If that does not work, see the KB link below on how to use
secedit to reset local security to default defined levels. --- Steve

In local security settings : user rights assigment , the policy
reads : windows cannot read template information.
I have tried using secedit and still it gives me the same problem. What
exactly must i type ?

I followed the links which showed me how to repair my corrupt local group
policy
It worked perfectly . ( After 2 very late nights of troubleshooting )
Thanks again . Now I can fall asleep peacefully in front of the TV
