Can't add or remove

I have several profiles, and I also have administrators right, but when I try to add/remove programs, I get the following message
Add or Remove programs have been restricted. Please check with your administrator

Hi,

Assuming you have XP Pro
Go to Start/Run and enter "gpedit.msc"
Expand User Configuration
Expand Administrative Templates
Expand Control Panel
Click on Add/Remove Programs
In the right pane right-click Remove Add/Remove Programs and select
Properties
Dot Not Configured
Apply and OK
