can't add new contact to windows mail

I think something is wrong with my windows mail program. I want to add a new
contact, I click contacts and there is supposed to be "new contact" on the
tool bar but I do not have that just "organize" and "views". How do I fix
this?
 
Not sure what you mean. If you want to add a contact: Tools | Windows
Contacts. If you want the Contacts button on the toolbar, right click on
the toolbar then Customize.
 
I open windows mail -on the tool bar is the contacts icon- I click on it and
all my contacts are there- I want to add a new contact to those contacts but
there is no icon or anything for me to click on to add a new contact. Is
somethin missing?

If the toolbar in Contacts doesn't have its normal icons,
then the folder type for Contacts is incorrect. To fix it:
Open Windows Contacts. Right-click somewhere in that
empty white space to the far right. Select Customize This Folder,
click the little triangle, and from the dropdown list select Contacts,
then click OK.
