Can't Activate Help and Support Service on Windows Xp

hy!
I Just can't access to Help and support database, or do a simple f1 on my desktop cuz xp says i don't have Help And Support Avtivated, I go to Control Panel and activate that service but says is not possible ! WHY ?!

Hi,

Start/run and type in: helpctr -regserver or to totally reinstall help
and support, assuming you installed to C:
Make hidden folders visible first and then go to
C:\windows\inf\pchealth.inf right-click and choose install. You will
need the XP cd.
