Can't access workgroups

I have one computer that will not access the workgroups
on our network. I can access the internet through the
router, I can ping the other computers with no problems,
but I get a message I don't have permission to access the
workgroups. I can see that computer from the other
computers on the network but can't access it.
 
similar problem here -- workgroup is erratic: sometimes
I can see the other two computers, sometimes not. all
same workgroup -- 2 XP, 1 W98. connected throu router. ??
