Can't access Tools menu

Here's a weird one. I cannot access the tools/internet
options menu in IE-6. I get a pop up box that says "This
operation has been cancelled due to restrictions in effect
on this computer. Please contact your systems
administrator." I'm essentially a stand alone computer. I
don't HAVE a "systems administrator."

I was trying to access tools/internet options to empty the
temporaryinternet files, preparatory to backing up the
computer. I do this regularly and have never been refused
before. I do not remember changing any network or security
settings. It is a simple W982E machine networked with
my wife's computer (presently turned off)to share out
internet ADSL connection.

For starters, I downloaded a fresh copy of IE-6 from
Microsoft's site. It made no difference.

I also could not "post new message" on this site. I had
to load Netscape in order to post this query

What to do? Does anyone have any ideas?

Paul,
Did you by chance run SpyBot's Immunize feature?
"Lock IE control panel against opening from within IE (current user)"

Paul, sorry unable to help, but I have exactly the same
problem with a standalone PC, have done same as you but
to no avail.

I did have a Mcafee anti virus plus application loaded,
but changed it for Norton System Works in Aug. Having
deleted McAfee form my PC I can no longer check if this
was causing the problem, I can find no reference to
locking the Tools/Options in the Norton App

Has any one been able to offer any help that you could
pass on to me?

Grateful if you would inform me of any ideas.

Regards
