can't access Secure sites

HI! I can't access secure sites like banking and my credit card account, I
can't even log into MSN, it just say's "PAGE CANNOT BE DISPLAYED" I have
scanned my computer for viruses it says it's clean, I have used my reload
disc to start afresh then it works fine for a few days then it starts again!
i'm using W XP home edition, sometimes i get a message "your settings wont
allow active x controls" but they are allowed om my computer.
can you help please. thanks...

Start>Run> "regsvr32 softpub.dll"[without quotes]>Enter
then retry.
