cant access my computer

Well first of all its not just my computer. I cannot access "My Computer" or "My Documents" from the start menu, or the Desktop. The only way that i can access them, to my knowledge, is to use "Run" from the start menu, Windows Explorer, and navigate from there. When i click on them from the desktop, it goes directly into a "Search Results" window and asks me what i want to search for.

When i try to access My Documents from the start menu ( Under documents ---> My documents ) it says the following error message:
"This file does not have a program associated with it for performing this action. Create an association in the Folder Options control panel."
I have tried to change the target folder, but it still says the same message time after time.

Secondly, I cannot access My Control Panel, unless I access it using the "Run" option also. This time it says the same error message as above, but when i click "Ok" it says:
"Windows cannot create a shortcut here.
Do yo want a shortcut to be placed on the desktop instead?"
I click ok and it sends an icon to the desktop reading "Shortcut to control panel" but it cannot be double clicked on, nor opened when i right click on it.

This is really annoying. I've run nortins antivirus, as well as a couple free online ones that might have cought something nortins didn't. None of them found anything, nor did any of my spyware removal programs. Yes i restarted in safe mode to try and find them, no it did not work.

Does anybody have any suggestions for me that do not involve a format, i have a friend that can do a low level microsoft format for me, but i'd rather not. Any help is greatly appreciated.
 
try this to get your my documents folder working

# Right click on My Documents on the Desktop and select Properties
# Type in the target box C:\Documents and Settings\***\My Documents

type your user name where *** is
 
If it's asking you to "Create an association in the Folder Options control panel', then perhaps file types have been wiped out. Add new.

Firewalls can sometimes block you out too.
