Can't access Internet Options

I was recently asked by an investment site to modify my
Internet options so one of their services would work
properly. When I selected "Internet Options" from the
Tools menu as instructed, I got a "Restrictions" popup
stating "This operation has been cancelled due to
restrictions in effect on this computer. Please contact
your system administrator." This, despite the fact that
this is a single-user system, where I am logged on as
Administrator.
What is really frustrating is the inability to solve the
problem by searching the Knowledge Base. If I search for
the exact phrase "This operation has been cancelled due to
restrictions in effect on this computer." I'm told there
are no pertinent articles. If I search for "Internet
Options" I get a single article that has no relevance.
In fact, over the course of the last 5 years I have made
numerous attempts to solve problems by searching the KB
and have _never_ managed to locate a useful article. I am
particularly bothered that pasting in the exact text of an
error / alert box message and searching for the exact
phrase _always_ returns the information that there is no
relevant article to be found in the KB. How the heck does
this work??

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel". See:
