Can't access internet options under Tools in IE

I don't know what I did, but I can't access internet
options under Tools in Internet Explorer. It's telling me
to see the administrator, but I am the administrator.
Hass anyone ever encountered this problem before? If so,
any help will be appreciated.

homepage. Gonna try and re-install Internet Explorer.

If you can't change your HomePage, you have probably been Hijacked. It is
known as Scumware. 1), 2) and 3) are good. Visit these sites. Download
and install, run one or all. They are all good, FREE utilities. The first
