Can't access internet options in IE 6

I'm logged in as an adminstrator in WinXP but when I open
the tools menue in IE6 and click on internet options I
get a message that access to this has been restricted and
to see the administrator. That's me! Don't know what to
do to correct this.

If I access this option thru control panel I can change
options. But even on this I can't change all options.
For example change home page option is greyed out and not
accessible.

Any Ideas?
