No more info about your Operating system version, IE version, did you
scanned for malware and Viruses....etc.
If you have XP pro try the GPO steps below, if you don't try the rest of the
steps:

Please try in both Normal mode and Safe Mode, if Normal mode fail try safe
mode.
1- Please do the following:
Open a run Command and type in:
gpedit.msc click [OK]
On the group Policy locate this option under:
[&] User configuration
[+] Software Settings
[+] Windows Settings
[-] Administrative Templates
[-] Internet Explorer
[+] Application Compatibility
[+]Internet Control Panel
[ ] Offline Pages
[ ] Browser menus = Look in the right Pane/Window for this
Option:
[$]Tools menuisable Internet Options... menu option.
Make sure this not Disabled for your account by double clicking it and see
the settings there.
Note you can do any changes unless you are logged as administrator.
Another the registry by opening a run command and type in:
regedit click [OK] and on the Registry editor locate this Key:
[-]HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies =
Edit if the IE Option is set to 1 set it to Zero.

Try to delete it ("NoBrowserOptions") and Close the Registry and Restart
your computer.
Close the Registry and Reboot.

In the case of Zone Alarm 6.5 or Norton 2007 it actually has to be
uninstalled. Make sure the Windows Firewall is turned on until you
reinstall Zone Alarm.
Boot into Safe Mode with Networking and try the change.
