Can't access "custom" setting in IE7 security

The "custon" button is washed out and I can't click on it. At the bottom
there is a hilighted message saying some settings ar managed by your system
administrator.
This is a single home computer and not part of any system. How can I fix
this please.
 
Check if you have a local policy configured. You can use the gpedit or RSoP
snap-ins to view the settings. Remove the IE restrictions should you find any
configured in the local policy.
