This camera was originally used with Windows 98. I have tried to
download the USB driver for XP, but when I plug it in it just starts
up Publisher but doesn't appear as an external drive and I can't access
it through other software. Maybe I have downloaded the incorrect
driver? Does anyone know what download I need?

Did you search for the driver on the Canon site? If the IXUS is old you need
a WIA driver for it from Canon.
If you have the setup CD the required drivers will be on it.

Yes, I searched for the WIA driver on the Canon site and downloaded it
with no success. The CD's which came with the camera are for Windows 98
and I'm running XP.

I used google to find
http://www.opendrivers.com/driver/2...driver-3.9.0-windows-me-xp-free-download.html

and also found on the canon site europe:

http://www.canon-europe.com/For_Home/Product_Finder/Cameras/Digital_Camera/IXUS/archive.asp

There it shows a set of Ixus V. Choose the right one, select Drivers and
again select your model. Then select the correct WIA driver (probably
5.0.5).

Below is a copy of one of those screens:
