I am new in scanning 35mm slides and old B/W 120 negatives.
I am looking at the CanoScan 8400F ($249.00 CAD) and CanoScan 9950F ($599.00
CAD).
I am not sure which one can do a better job at scanning old color slides
and B/W 120 negatives. Thanks in advance for any comments.

The 8400F is a 3200 Optical dpi scanner.
The 9950F is a 4800 Optical dpi scanner.

The difference in price is about USD 400-150=$250. Except for the extra
resolution for 35 mm film, there is not that much quality increase for $250.
All flatbed scanners do a poor job of scanning 35 mm film if you compare to
a film scanner. They are a good solution for scanning 120 film because of
the 2.25 inch size of the film.

To make a 300 dpi, 8X10 inch print from 120 film takes a 1334 dpi scan of
the full frame.

1334 dpi X 2.25 inches=3001.5 pixels. Which will fit nicely in the 10 inches
of 8 X 10 (with cropping of the 8 inch dimension since 120 is a square
format).

If you have more 120 film to scan than 35 mm film, then either scanner will
do a good job. Neither is as good as a film scanner for 35 mm.
