I believe I have encountered a burned out color print head. None of the 3
colors or the black in the 6 series ink tanks prints, at all. The black in
the series 3 ink tank prints out just fine.

I have replaced all the 6 series ink tanks, and done several cleaning
cycles. None of these inks are being printed at all, i.e. not a single dot
of ink appears on the page.

After experiencing this, as a last attempt to save the head, I removed it
and tried carefully cleaning both heads with alcohol. I reinserted the
heads and the ink cartridges, and got the same results, i.e. the black in
the 3 series tank printed out ok but no color came from the color head.

Anything else to try? Is it worth buying another print head, as opposed to
buying a whole new printer?

You need to be cautious (I know from experience!!).
You may have a failed purge unit. This is the unit that keeps the heads in good
condition and applies some suction to provide head cleaning.
Often when most of the head fails apparently at once it is the purge unit at
fault.
The problem is that you won't know until you try and the purge unit is more
difficult to replace than the print head.
Unless you want to take a chance I recommend a new printer.

If you refill tanks, and do a shitload of printing, it could be worth trying
to fix it, whether it's the head or the purge unit. Heads are cheap and
plentiful. Otherwise, the IP4500 is a better printer and not expensive.
 
I have not problem with my Canon IP4000.  Are you using Canon ink like me?  If so you should not have any problem unless you have just printed so much that you wore it out.

If you refill tanks,

then that is why the printer has failed.  Try an IP4500 and use Canon ink.
