Setup the 850 to turn on when a print job is sent to it and shut off after
10 minutes. But when it starts up it spends about 30 seconds
(priming/warming up) before it starts to print.

What would be the problems with leaving this printer on all the time (this
current setup makes me think that the "prep" may be wasting ink)?

Make sure the power to the printer is not completely cut off, such as
through a power bar.

My i850 doesn't always run a cleaning cycle, depending on how long it
has been since it last printed something.

You don't need to leave it on all the time, but it's important to make
sure it stays connected to power 24/7. If the power is cut through a
power bar, the printer seems to "reset" and does a longer cleaning cycle
(I'll have to confirm that with some timing tests though).
