Cannot view the other computers on my network

This PC is running XP Pro, the other machine in the workgroup (yes its a
very small workgroup).......is running WIndows 98.

This machine is the gateway to the Internet.

The other PC can access the Internet through the shared dialup connection
and can map drives to shared folders on this computer.

However I cannot "see" the other computer at all, even though I have enabled
file and printer sharing
on it and shared various folders. If I click on "view workgroup computers"
I get no change at all.

Any suggestions why?

Please pay particular attention to these sections:

1. Firewalls: Permanently disable XP's built-in Internet Connection
Firewall on local area network connections -- it's for use only on a
direct modem connection to the Internet. Disable and un-install all
other firewalls while troubleshooting.

2. Protocols: Use only one for File and Printer Sharing. If the
network needs more than one protocol, unbind File and Printer Sharing
from all but one of them.

3. NetBIOS over TCP/IP: Make sure that it's enabled on all computers.
