"Cannot Start Microsoft Outlook" error

I just installed Office Small Business Edition 2003 w/
Business Contact Manager. When trying to start Outlook,
I get the following message: "Cannot start Microsoft
Office Outlook. Unable to open the Outlook window. The
set of folders could not be opened.". I checked the
knowledge base and the closest thing I could come up with
is Article 822503 which lists the same error text as
above, but adds "The server is not available. Contact
your administrator if this condition persists.". Any
ideas?
 
I am getting the same error.
Same problem on 2 separate machines.
The Exchange server is currently down for maintenance and it may be for some
time.
But users should still be able to access an offline copy as they were set up
to use cached mode and they all have .ost files.
How can I get this working.
Please help!!

I have a similiar problem, however, Outlook 2003 will connect for a few
days, then it suddenly stops working. I get the cannot open set of folders
error message, and the unable to open default mail folders. The exchange
server is unavailable. either there are network problems or the exchange
computer is down for maintenance.
Other staff using Outlook XP and 2000 have not trouble connecting to the
exchange server. What is so strange is that it will work for a while, then
just stop--and nothing has changed on my machine or on the server. I have
tried a repair of office, rechecking the registry to make sure that all of
the rpc entries are still there. i have deleted and recreated my profile.
this is the third time this has happened, and I have to uninstall Outlook
2003 and reinstall XP. We have a test machine that is always running 2003
and when it begins to to connect again and is doing so for a few days, I
reinstall Office 2003 on my machine.
