Cannot start ICS service

After I scanned the pc, I noticed that the firewall cannot start ICS
service. Can someone advise how to fix this issue.

My advice do not use ICS, get a Router/Switch and connect all pc
directly to the network.

Do you have Internet connectivity? Is the firewall running?

I have to agree. ICS is problematic and obsolete. Nowadays if you
watch for a sale you can buy a wireless-G router for $20 after rebate.
