Cannot Shutdown or unlock computer

I no longer show the shutdown option on the start menu or get task manager when I hit ctl-alt-del. The cause: I was on the internet and stumbled into a site that I did not want to be in. I was clicking my way out and accidentally clicked on something that started dialing my modem. I admit that I paniced. I tried to lock my computer by hitting ctl-alt-del and then my password. That did not stop it so I just powered it down. Since then I have lost my shutdown option. I can hit ctl-alt-del and respond to the unlock computer prompts and it does recognize my password. That does not restore task manager or the shutdown button. I have tried going through several restore efforts and even tried to reinstall Windows 2000 professional. I did not install from scratch because I do not want to have to reinstall everything else on my computer. Does anyone have any suggestions or solutions.
 
Have you looked in the add/remove programs for any "porn" software. It
sounds like you installed one of those dialer programs.

Download and run Spybot and Ad-Aware. Hope someone can help with the locked
problem.
