Cannot set up VPN connection on WinXp Home box

Hi --

When setting up a new network connection on a WinXP Home machine, what would
cause the "Virtual Private Network" option under "Connect to a network at my
workplace" to be dimmed and unavailable?

The computer _does_ have an Internet connection.
