recently upgraded a test user to Oulook 2003. I am still
using Exchange 2000. Everything worked fine (it was an
upgrade from Office XP). Suddenly, they tell me that mail
will not send - it just sits in the outbox. They can
receive mail still. When Outlook tries to send, the
relevant boxes come up and status bar says the right
thing etc. but nothing happens and the messages stay in
the outbox unsent. This is even the case for local
Exchange mail. I turned on Outlook logging which is
pretty useless as it's not detailed enough for MAPI - it
just said this:

2003.11.05 18:44:27 Microsoft Exchange Server: Synch

UploadItems: couldn't send 3 messages

That's not very helpful! (Is there any way to increase
the detail?). I tried to drop the server authenticaton
level down to the Outlook XP NTLM settings but it made no
difference - can receive but not send. I checked the SMTP
server logs but it doesn't even seem to connect (I think
I'm right in thinking that SMPT is involved to shift
things into and out of the IS in Exchange, even locally).
In the end, I reinstalled Office 2003 and it worked again
for a few days before exhibiting the same problem. Any
ideas? I can't roll this out until I know why this is
happening ...
