I am having trouble sending email with Outlook. Every
time I send or even reply to an email, it is instantly
returned saying, "relaying mail is not allowed". It just
started doing this. It was working fine. I'm quite sure
that I did not change anything. any help will be greatly
appreciated!!
Thank you!

Bobby This is Happening for the following reason:

You have set up an internet connection with Internet Provider A and you are
using an email account given to you by Provider B.
To resolve this always use the email account of the specific Provider's
Internet Connection you are using at the time.

That is, use provider A's mail server when using provider A for Internet
connectivity.

However, you can also try authenticating to provider B's mail server.
When you connect to provider A, you authenticate to them. Provider B
doesn't know who the hell you are because you never authenticated with
provider B so they don't know if you have permissions to use their
resources. So in your e-mail account, configure authentication for the
outbound (SMTP) server. Then provider B can check if you actually have
an account with them. However, this still won't work if provider A bars
the relay of any SMTP traffic that is bound to a server off their
network (i.e., they refuse to relay SMTP traffic which is a tactic of
spammers to hide from where they send their crap and also to circumvent
quotas with their own provider).
