Cannot send page by email

Brief overview of the software I'm using.
Windows XP
IE 6
Outlook 2003
All are fully service packed/criticial updated.

Problem: While in IE I browse to any given website and I
want to send it via email to another user. I click File -
Send -> Page by email or Link by email, this -should-

bring up a new message box for Outlook and allow me to
either send the link or send the entire webpage, however,
it does not.

If I have IE and Outlook both open when I do this it
grinds the harddrive for 2-3 seconds and stops, no errors
and no further progress. If I have IE open and Outlook
closed when I perform this action Outlook prompts for my
password, which is normal, I feed it my credentials and
then another 2-3 seconds and nothing beyond that.

Changes I have tried: I have changed HTML editors within
IE settings, none of the options make a difference. Reset
IE settings to defaults, no change. Numerous changes
within Outlook regarding HTML editing, no change.

Additional notes: When I set my default email program in
IE to Outlook Express everything works normal but my
company does not use OE and is required to use Outlook.

Any tips or suggestions would be greatly appreciated.
