Cannot send nor receive e-mail

A clients PC out of the blue stop responding to IP
calls. They could no longer access the web nor ping or
tracert anything beyond their IP (as a matter of fact
they were using DHCP and the IP address resorted to the
169.254.xxx.xxx address)
Found a Tech doc on MS website on fixing this which I had
to delete the Winsock and Winsock2 registry entries. Now
that IP is working again Outlook is reporting the
following:
"sending receiving reported error (0x80040154): unknown
Error 0x80040154"
It cannot reach the default gateway (which is also the
mail server. Ironically though if I do a tracert to
another location say Novell.com it replies to this with
the default gateway showing up as the first hop which is
correct.
Does anyone have any idea(s) about what is going on.
I've done a complete virus scan and updated OL2002/Office
to SP2.
Windows 2000 has SP4 on it also.

"out of the blue" suggests something changed. What changed? Sure it
wasn't a virus or spyware that blocked DNS or something?

I suspsect that the "fix" of changing registry entries may not have been
the right thing to do and has broken other things.

Separate the problems. YOu are debugging and fixing at very deep
levels; whereas Outlook and the "problem" is at high levels.

First I did the troubleshoot at the lowest level first
such as cable, nic, replacing PC with another to rule out
the physical layer. Then I moved to the data layer, here
I know I can communicate with other nodes, this moved me
to the network layer where I was able to use only a few
protocols such as IPX/SPX to login into a NetWare server,
NetBeui to see other workstations. TCP/IP was not
working. So from a tech doc on MS website it stated to
delete both the Winsock and Winsock2 entries. After this I
was able to get IP to work for IE, and other apps (Ping,
Arp, etc). Now I figured the issue to be strictly OL
since it is the only app that is not working. Simply
stated it cannot see the mail server (which is also the
gateway server), yet I can tracert through this to an
outside location. I can ping any site on the Internet.
I've uninstalled OL and reinstalled it and the problem
still exists. OL just will not communicate pop3 and smtp
with the mail server.
I will check those protocols today with a scanner.
