Cannot send files from my PC (ftp or email)

I have a dial-up internet connection which allows me to
view web pages and send & receive emails OK. For some
reason I cannot send files from my computer either by
FTPing (in Macromedia Dreamweaver) or attaching files to
Hotmail emails, or sending an email with an attachment in
Outlook.

My ISP claims that there is nothing wrong there end - even
though Outlook suggests that I should contact my ISP. Are
there any networking options in XP Professional that could
cause this? I have the firewall enabled but I haven't
tried to configure it beyond switching it on.

A firewall is definately something you would want to
completely remove when troubleshooting this type of
problem. Make sure Windows XP firewall is disable and
completely uninstall any other firewall or internet
security software you have installed. I have actually
seen firewalls leave behind files/registry entries that
still interfere after the program is uninstalled
(ZoneAlarm has been known to do this occasionally).
Another thing you can test is safemode with networking
(restart you computer & immediately start tapping the F8
key once every second until you get the startup menu). If
it works in safemode with networking you know your
computer is fine, the ISP is fine, but there is something
running on your computer that is causing the problem.
