Cannot Send FAX

I'm running Windows XP Pro SP1. I'm able to receive, view, print, etc.
FAX's just fine. When I try to send a FAX, status indicates that it is in
progress and eventually times out telling me that there was no answer - BUT,
I do not believe it even attempted to dial the modem to send the FAX. I've
checked the modem settings and they seem fine, and I have had no problem
with phone dialer or other software dialing the modem. Need to figure out
why FAX will not dial the modem to send.
 
Unfortunately, Windows XP Fax has proven to be incompatible with many common
modems and drivers, particularly older ones, even if the manufacturers claim
they are "compatible" with Windows XP. Modem incompatibility is not apparent
during installation or the initial setup. It only becomes apparent when you
first try to send or receive a fax. The Fax Service will dial or will answer
an incoming fax but then fail with any of a number of unhelpful error
messages such as "Line is busy," "There is no answer," or "Reception error."
There will be nothing in Event Viewer to give a clue as to where the problem
might lie.

These errors have been nearly impossible to track down. To do so requires
enabling both PSS and debug logging of fax transmissions, both of which
require fairly extensive registry changes. For the time being, the best
advice is to attempt to use XP Fax only if you have a modem that is listed
on the Windows XP Hardware Compatibility List and using the latest drivers.

My modem is a PCTEL 2304WT MDC, and it is listed on the Windows XP
Compatibility list as being "designed for Windows XP. Based on your
response it should be working. My computer is just over a month old, so
should have the latest drivers. Any other suggestions?

You'll need to enable PSS and debug logging of the transmissions to track it
down. Is this an analog fax modem that supports class 1,2 faxing? Are you
comfortable editing the registry?

Yes it is a FAX modem that supports class 1,2 faxing. I have edited the
registry in the past with appropriate instructions. Thanks for your help.
