Cannot send emails

An unknown error has occurred. Subject 'test', Account:
'pop-server.hvc.rr.com', Server: 'smtp-server.hvc.rr.com', Protocol: SMTP,
Server Response: '421 Service not available', Port: 25, Secure(SSL): No,
Server Error: 421, Error Number: 0x800CCC67

This is the error message I get when trying to send emails. Anti virus email
scanning is turned off. Any suggestions are welcome. Thanks
 
Try this:
Make sure you have send authentication enabled.
Go to Tools, Accounts, select that account, Properties, Servers.
Enable the "My server requires authentication" option.
 
I can't send any messages. Get this error message.

SMTP, Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

Wrong server name and settings. Use this:

Incoming (POP3) server: pop.att.yahoo.com
Outgoing (SMTP) server: smtp.att.yahoo.com
On the Advanced tab, change the outgoing port to 465, and the incoming
port to 995; then select the SSL option for both.
 
Thank you for helping me. I changed to what you said, and now I can send but
not receive! I'm lost. I get this error now.

POP3, Server Response: '-ERR popgate unknown command', Port: 995,
Secure(SSL): Yes, Server Error: 0x800CCC90, Error Number: 0x800CCC18

Go to Tools, Accounts, select that mail account, Properties, Servers.
Uncheck the "Log on using Secure Password Authentication" option.

I am having issues again for some reason. It is as though my settings keep
getting changed. The email has worked great since you helped me, but this
morning I get this message:

Socket Error: 10061, Error Number: 0x800CCC0E

I went back and made sure everything was still the same from the last time,
and it appears to be. Can you please help again?

Your settings are correct.
That symptom can be caused by interference from an antivirus
program. Which antivirus are you running?
As a minimum, email scanning in the antivirus should be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

Email scanning in any antivirus should be disabled, for reasons
explained here:

If no improvement after disabling email scanning, consider upgrading
to Windows Live Mail, because it is less prone to suffering bad effects
from overly intrusive antivirus programs:
