Cannot send email

Go a new computer a couple of weeks ago. It came with Windows Mail, which
worked fine at first. Last week it started having trouble sending email.
I'd have to try several times. It usually worked on the third try. Now I
can't send email at all. I get this message:

The connection to the server has failed. Subject 'Re: 83 boilers', Account:
'AZC', Server: 'smtp.energyplanninginc.com', Protocol: SMTP, Port: 25,
Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E
 
I think I figured it out. I probably have the vocabulary wrong, but my isp,
Verizon, stopped sending email through to third party email servers on port
25 to cut down on spam. I had to change my smpt to "outgoing.verizon.net"
and my port to 587, and I had to enter my uid and pw for Verizon for the
incoming server. Outgoing properties stayed the same. Seems to work. Would
have been nice if Verizon had told me. (Maybe it was one of those "Let me
speak to the person who handles your Verizon account" calls. I always hang
up on those.)
