Norton antivirus software is notoriously incompatible with,
and corrosive... even pathogenic to, Windows Mail.

Uninstall it entirely and use a free, compatible alternative
such as Avast - http://www.avast.com/eng/avast_4_home.html

note.
Email AV scanning is superfluous so, at the very least disable it,
better yet, omit the component from the installation process.

Email scanning should be turned off in any anti-virus. Also exclude EML
files from the scan. It provides no
protection not provided by the regular resident protection.
Besides that, McAfee and Norton are not compatible with Windows Mail and
should be uninstalled.
