Cannot select WindowsXP appearance

Hello,

Re.: Cannot select WindowsXP appearance

I cannot select the WindowsXP look and my windows xp is
stuck with the windows 98 look. I cannot select them via
themes or display properties window. Has anyone resolved
this silly error without resorting to complete windows xp
re-install?
 
Is it safe to assume that you have only just recently installed Windows XP as an
upgrade atop Windows 98?

Or have you gone through another type of installation?
