cannot select "Show this folder as an email address book"

Anybody know why the option to "Show this folder as an email address book" would be unavailable when right-clicking the Contacts folder? It's grayed-out on one of my users' profiles... O2k3, Exch 2k3, XP Pro, etc

So would adding the Outlook Address Book Service to your profile.
