Cannot See the Tabs in Format Cells

When a user on my network goes to format cells, the first tabs are blocked
and cannot be seen. The second set are fine. I have a screenshot if that
will help. It is located at the following address.

Just as an added note, when you go to that particular website, it adds
something to the back. Erase everything behind the .jpg part of the url. It
will then display the photo.
