Ok I just got a new laptop that has Windows Vista and I have a Laptop and
desktop that uses XP. I did have the old laptop and desktop sharing files.
Well now i get a error message saying : "files is not accessible. you m ight
not have permission to use this nework resource. contact the administrator of
this server to find out if you have access permissions. the network
location cannot be reached. " And I can not even get the new laptop to see
either of the old pcs. I really need help with this.

Read the above, completely.

And make sure, workgroup name is the SAME on ALL computers.
In vista Network and Sharint, turn Network discovery ON, etc.
turn password protected off, if it is just your home network. Otherwise
whenevr you try to access vista from XP, it will want a username and
password, which means yo have to set up the SAME accounts on ALL comps

First, you need to know of the challenges combining Windows Vista and Windows
XP.

Your problem is probably a result of a personal firewall problem.

You could diagnose the problem, using logs from "browstat status" and "ipconfig
/all" from each computer. Read this article, and linked articles, and follow
instructions precisely (download browstat!) (read about the command window in
Windows Vista):
