Cannot save excel document with proper permissions

I have an excel document that I cannot save changes to with anyone other
than administrator or someone with full permissions to the parent folder.
Here's the breakdown:

The regular user has permissions to the parent folder (the folder the excel
document is stored in), which is list / read permissions to all files except
the excel document in question. The excel document has full control
permissions for the regular user. The regular user can move that file,
delete it, of course copy it, but he cannot save anything in it. I get an
error "Microsoft Excel cannot access the file ...." I did a couple of
experiments with text files and word documents. I set the same security on
those files and they are completely editable. It seems to be something just
with excel. When I create new excel documents with the same permissions I
get the same problem. I could not find any help on the MS KB. Any advice
would be appreciative.

When you save a file, excel will save it as a temporary file (8 characters, no
extension). Then if that save is successful, excel will delete the original and
rename this funny named file to the original's name.

Are you sure the users have all the necessary permissions--create, delete and
rename?
