Cannot run shell (Explorer.exe) under USER account

I can't run most of important applications (explorer.exe
Internet explorer, etc) under "User", "Power
user", "Guest" accounts. As a matter of fact I cannot work
under these accounts at all. After log on I can only run
Task Manager (Ctrl+Alt+Del) and run some applications via
Task Manager. System returns no messages when I try to run
shell manually, it seems to be doing "nothing". I have the
same when I try to run explorer.exe using the service "Run
As" under Administrator account. So I can run applications
only as Administrator. I suppose I've made something wrong
with the permissions in group policy, but I can't figure
out what exactly I've done wrong.

Hey Alexey,

You need to first see what policies you've set. If you have the problem on
a Windows 2000 computer, run Gpedit.msc from Start, Run and compare the
Local Settings vs. Effective Settings, especially for User Rights
Assignment, Security Options and File System and Administrative Templates.
For a Windows XP computer, you want to run Rsop.msc.

If you find the setting, to know where to find it, you would need to run
"gpresult /v" or "gpresult /z". For Windows 2000, this requires that you
install the Windows 2000 resource kit or download the files, but Windows XP
has it built-in. That way, you can find and trace the files and be ready
to make the appropriate changes. If the problem is with Administrative
Templates settings, you have to set it to the opposite setting, not set it
to not configured, since Administrative Template settings write to the
registry and do not revert to the original setting when set to Not
Configured.
