Cannot rotate an image to appropriate angle.

Inserting images onto a web page & cannot rotate to desired angle. No
rotating handle is shown & the Free Rotate option is faded out on the drawing
tool bar when I open it.
 
Rotate your image in am image editor and then import it into FP
